The Role

The CEO is accountable to the Brock Township Public Library Board for the operation of its three
branches. The Board is appointed by Council according to the Public Libraries Act of Ontario, and is
currently composed of two Council representatives and seven public trustees.

The new CEO will be focused both internally and externally. He or she will be a visionary leader and an
exemplary manager who will:

  • Represent the Library at the municipal and community level, providing a key link with the
    municipality’s administrative officials, and the main link between the library and its other
    community and public library partners
  • Implement the Board’s vision, Mission, Strategic Plan, policies and procedures
  • Ensure that a solid management infrastructure is maintained to oversee facilities, funding, staff,
    collections, and programming
  • Nurture existing community relationships and partnerships, develop new ones, and promote the
    library at all opportunities
  • Champion the work of staff members by fostering open communication, providing leadership
    and motivation, assessing their strengths and development needs, and encouraging and
    empowering them to achieve
  • Perform secretarial and advisory duties to the Board, assisting in areas of board development,
    strategic planning, advocacy, and policy development
  • Act as treasurer to the Board, working closely with municipal Treasury staff to ensure that all
    payroll, accounting, and auditing functions are properly maintained

Immediate Challenges

In addition, some of the more pressing challenges include:

  • Leading the organization through subsequent waves of the COVID-19 pandemic and planning
    the Library’s post-pandemic future
  • Facilitating the next iteration of the Library’s strategic plan
  • Pursuing a continuous improvement in the library service through the promotion of training and
    staff development opportunities, succession planning, etc.
  • Building upon and expanding the Library’s community partnerships and growing the Library’s
    potential for integrated service delivery
  • Continuing to expand the Library’s digital services in order to better meet community needs,
    particularly in light of changing conditions introduced by the COVID-19 pandemic.
  • Identifying and leveraging additional sources of funding
  • Expanding and enhancing library programming to provide entertaining and educational
    opportunities for Brock’s’ diverse demographics

The Candidate

This position will appeal to those who can provide evidence of the following:

  • A Masters degree in Library Science or an equivalent university degree/diploma with extensive
    experience in librarianship
  • Demonstrated skill in librarianship, management, leadership and problem solving
  • Knowledge of current issues and opportunities in public librarianship
  • A sound knowledge of the evolving role of the public library and its importance to the social and
    economic fabric of the community
  • Excellent oral and written communications, with the ability to comfortably and competently
    represent the library in a range of public forums requiring strength of purpose, diplomacy, and
    negotiation skills
  • Current administrative, human resources, program, and budget responsibilities
  • Experience in strategic and operational planning
  • Strong technical expertise to support the planning and implementation of digital services and
    IT/IM infrastructure
  • Successful leadership in (or support for) fundraising, revenue generation, grant applications,
    and/or other public relations initiatives
  • Demonstrated success in encouraging staff involvement, establishing good internal
    communications, and the consistent ability to delegate
  • The ability and energy to multi-task and strategize on an ongoing basis, as a ‘doer’, a manager,
    and a leader
  • A strong desire to be an integral part of the Brock community


Based on current pay equity evaluation processes, the Brock Township Public Library offers a
