CHIEF LIBRARIAN

The Sparwood Public Library is a facility, which first established its operations in March12 1975. The library has a modern facility and is a beloved part of the community.

Location: Sparwood, BC

Reports to: Library Board

General Accountability: The Chief Librarian organizes and directs all areas of library operations and provides vision and leadership to all aspects of the library in accordance with the Library Act of British Columbia and the established Policies and Procedures of the Sparwood t Public Library Board. The Chief Librarian makes recommendations and presents reports to the Board; manages staff; sets standards for collection development and programming; and promotes and represents the Library in the community, regionally, provincially, nationally and to other appropriate organizations.

Specific Responsibilities:

To the Board • Act as secretary to the Board • Prepare meeting Agendas with Board Chair • Deliver agendas, minutes, financial and other reports, and communicates in a timely manner • Provide a written Library Director’s report for Board meetings and any other required reports to keep Board informed of current library activities • Notify the Board of any maintenance, security or repair problems. Recommend solutions. Review policies annually and present revisions to Board for approval • Interview and screen staff for library positions • Determine community needs for library services and recommend changes or improvements to the Board • Engage in strategic planning and community surveys with the direction of the Board • Assist Treasurer in preparing the annual budget for Board approval • Assist Treasurer in completion/submission of SOFI • Recommend, plan and implement fund raising activities as required • Research and apply for grants to improve library services • Attend community meetings as required to promote or protect library services • Other related duties as agreed between the Board and the Library Director

Supervisory Responsibilities • Direct staff and volunteers. • Interview and screen volunteers for vacant positions. • Ensure criminal records checks are completed and up to date for all staff and facilitators. Maintain staff/facilitator files. • Provide information on safety and library security. Correct unsafe practices as they arise. • Maintain procedure manual for staff to ensure high level of library service in the absence of the Library Director • Maintain procedure manual for volunteers • Communicate changes to policies and procedures • Direct and evaluate job performance for staff as per policy. File reports. • Supervise scheduling of staff and volunteers • Ensure that staff read minutes from Board meetings to stay informed • Address problems with staff, volunteers, Board members and patrons immediately using sound problem solving techniques. • sound problem solving techniques • Maintain an ‘incident book’ documenting incidents for review and action of Board if unable to resolve directly • Help recruit Board members, volunteers, and staff

Administrative Responsibilities • Implement strategic plans and provide a quarterly report to Board. • Update, implement, and evaluate procedure manuals and approved policies • Manage online catalogue data and library website • Promote Sparwood library programs and services (articles, brochures, posters, website and Facebook) • Handle correspondence and filing • Maintain communication/memberships with Libraries Branch (LB), Association of BC Public Library Directors (ABCPLD), British Columbia Library Association (BCLA), British Columbia Library Trustee Association (BCLTA), Kootenay Library Federation (KLF), SITKA • Keep informed of the BC Library Act, FOIPPA, Employment Standards Act and provincial initiatives related to libraries • Work with other agencies to promote the library and offer services. • Oversee granted projects; complete final reports • Administer approved staff hours in budget • Collect statistics (circulation, volunteer hours, public computer use, etc) • Complete/submit Annual Statistics and Grant reports to the Libraries Branch • Generate reports. Analyze statistics. Determine trends • Study BC library statistics to maintain/improve Sparwood Public Library standards. • Complete an inventory of library items every 2 years. • Update and maintain inventory of furniture and equipment. Store a copy off site for security purposes • Order office/library/janitorial supplies and equipment • Arrange for repairs/maintenance of technical equipment, photocopier, plumbing, etc. to minimize disruption of library services; • Perform monthly computer back-ups and store off-site. Update computer logbook to maintain communication with technical support.

Financial Responsibilities • Conduct all financial and budgetary activities of the library in accordance with Board Polices and Procedures and Purchasing Guidelines • Administer approved budget with the guidance of the Treasurer. Manage money transfers and credit card account. File receipts for monthly bookkeeping. Reconcile petty cash as needed. • Work with Treasurer to keep terms up to date • Report possible budget shortfalls to the Treasurer/Board in a timely manner • Record hours worked for all employees and casual staff (specifying project type if different from regular wages) on a calendar for each pay period • Submit a payroll report to bookkeeper and issue paychecks • Pay bills and keep accurate records of all expenditures. • Keep accurate records of daily cash transactions: fines and fees, book sales, donations and sponsorships. Make deposits. Balance cash float. • Issue tax receipts for donations and book/magazine sponsorships • Track and record usage of donations that specify use • Keep accurate records of other revenue (grants, etc.) and manage spending • Post financials and deliver all paperwork to the bookkeeper for each month -end. • Prepare year-end as required for bookkeeper.

Required Knowledge, Skills & Abilities: • Excellent written, verbal and presentation communication skills. • Thorough knowledge of automated library systems, communication technology including email and social media, and office software including Microsoft Word, Excel and Powerpoint or other equivalent software • Familiarity with basis principles and practice of networking computers, website design and management, information security and protection of privacy • Basic knowledge of bookkeeping and accounting principles; able to read, interpret and create financial reports, balance sheets and financial documents.

Required Qualifications: • Master of Library and Information Science from an accredited Library school or equivalent combination of education and experience • A minimum of 5 years related experience in a public library • Valid BC driver’s license
