The Outreach Services Manager reports to and works under the direction of the Library Director. This role is responsible for planning, organizing, delivering, and evaluating off-site programs for all ages, that foster community inclusiveness and connectivity.
The Outreach Services Manager will have a passion for working with all ages and community-led programming. This position will have varying responsibilities related to the development and oversight of library services, volunteers, programs, and collections, and performing other duties as required to support Library operations, as well as Cochrane Public Library’s Plan of Service.

Major Duties & Responsibilities:
• Develop and implement an outreach strategy for offsite programming and services.
• Act as a strong and positive advocate for the Library, and foster relationships within the community.
• Demonstrate vision, innovation, creativity, and being a champion for change when such is in the best interests of meeting the Library’s mission and Plan of Service.
• Provide leadership, supervision, coaching, and skill development training as required.
• Oversee recruitment, training, and activities of Library Volunteers, in accordance with the Cochrane Public Library Volunteer Policy and Guidelines.
Personnel Administration:
• Assist with professional management of all services the Library provides.
• Assist the Library Director and Human Resources in the recruitment and ongoing evaluation of the staff, overseeing annual review process for all staff under their supervision.
• Have a working knowledge and familiarity with the current Collective Agreement for supervised staff as it relates to their various duties and be comfortable addressing. questions from staff or directing staff to the agreement as necessary.
Budget:
• Work closely with the Library Director to monitor expenses and supplies operating budget.
• Assist the Library Director in fund development initiatives, including but not limited to, fundraising, grants, donor solicitation, and corporate sponsorships.
Programs:
• Oversee the Library’s outreach strategy – plan, promote, and deliver high quality programs and events for all ages, continually assessing the Library’s programming needs based on service priorities and the Plan of Service.
• Collaborate with Library program team and the Program and Engagement Manager to support Library events and initiatives.
• Maintain and develop positive and mutually beneficial relationships with schools, preschools/daycares, senior residents, and other community partners, including new partnerships.
• Research and write grant applications to support program and service delivery.
• Evaluate the success of all programs using evidence-based assessment, the Plan of Service, and make recommendations based on evaluations/feedback.
• Collaborate with the Program and Engagement Manager on marketing strategies, including social media and promotional materials.
Collection Development:
• Assist the Library Director in the development and maintenance of assigned collections, using evidence-based assessment strategies, and guided by the Plan of Service.
Professional & Organizational Responsibilities:
• Stay current regarding library services, trends, changes, and issues.
• Represent the Library to the community and present a positive and professional image of the organization.
Education and Experience Required:
• MLIS preferred; combination of experience and post-secondary degree may be considered
• Minimum 2 years of experience working in a public library
• Minimum 2 years of experience in program delivery
• Supervisory experience
Abilities & Skills Required for Success:
• Significant experience in program planning and delivery
• Well-developed verbal communication and interpersonal skills to foster collaboration and partnerships with staff, patrons and community partners
• Adaptability in a dynamic and changing environment with a strong desire to learn
• Proven ability to work collaboratively in a team setting as well as independently with minimal supervision
• Strong attention to detail and the ability to manage multiple projects simultaneously, prioritizing to ensure all related deadlines are met
• Understanding of basic strategic and financial planning/budgeting as it relates to libraries
• Experienced in performing research and report/grant writing
• Technological proficiency including in the use of Microsoft Office Suite, website management software, promotional software (i.e. Canva and LibraryAware), and online resources
• Proven ability to provide leadership to library staff in a supervisory role and address challenging or unexpected situations in a professional and appropriate manner
Additional Requirements:
• Valid driver’s licence and must be able to use own personal vehicle in performance of duties; ability to satisfy insurance requirements.
• Driver’s Abstract
• Fluency in both verbal and written English communication
• Satisfactory Vulnerable Sector Check from the Police Service
Physical Demands & Working Conditions:
• Lifting and pushing up to 30 lbs of library materials
• Ability to squat, kneel, bend, raise arms above shoulders, read small print
• Repetitive hand movement for extended periods of time
• Standing for extended periods of time
• Concentrated sensory attention is required to ensure accuracy
• Works at off-site locations, independently, as required
Schedule: This is a full-time position with 40 hours/week and will include day, evening, and weekend shifts to accommodate Library events and programs, and community events.
