What you'll do

The Manager, Technology has overall responsibility for the supervision and management of information technology for the Oakville Public Library. Under the direction of the Director, Innovation and Integration and working in partnership with the Town of Oakville’s Information Technology Services Solutions (ITS) department, this role serves as a key liaison between technical support and public services, bridging the needs of staff and the public through strategic technology solutions and enhancements.

 

As Manager, Technology you will:

  • Provide strategic leadership to align technology requirements and solutions to the library business and customer needs. Make recommendations and decisions that relate to technology systems and continuous improvements within all areas of technical operations
  • Develop and implement technology plans that aligns with the library’s strategic goals and adapts to evolving technological trends and community needs.
  • Evaluate, recommend, plan, implement, and manage all technology-based services, in conjunction with the Town of Oakville - Information Technology Solutions department, for staff and the public
  • Oversee all library software applications, internal and external websites, mobile apps, specialized library equipment (e.g. automatic sorters, RFID, self-checks, etc)
  • Manage and oversee the acquisition, deployment, and lifecycle of specialized library technology resources, including hardware and software.
  • Oversee the design and delivery of technology training programs for library staff, ensuring accessibility and usability for all users and enhancing digital literacy and technology usage within the library.
  • Ensure the accurate and efficient management of the Integrated Library System (ILS).
  • Ensure compliance with cybersecurity best practices and data privacy regulations to protect library systems and user information.
  • Prepare business cases and/or board reports as required

 

  • Responsible for the direction, implementation, monitoring and completion of technology projects.
    • Coordinate internal resources, Town ITS resources and third parties/vendors for the flawless execution of projects
    • Ensure that all projects are delivered on-time, within scope and within budget
    • Define tasks and required resources
    • Create schedule and project timeline
    • Track deliverables by creating & maintaining comprehensive project documentation
    • Present to stakeholders reports on progress as well as problems and solutions
    • Evaluate and assess result of projects
    • Measure project performance using appropriate systems, tools and techniques

 

  • Lead the Technology team in order to meet the organizational and management goals
    • Working collaboratively with the management team in decision making, strategic planning, goal setting and public relations
    • Overseeing the departmental budgets to which they have been assigned
    • Understanding the day-to-day operations of the library and the pivotal role technology plays
    • Taking responsibility for the hiring, evaluating, supervising, scheduling, disciplining, and motivating of direct reports
    • Researching and responding to trends, practices, innovations and new technologies which enhance the quality of library services
    • Creating reports and statistical analysis as necessary to support better library management decisions
    • Comply with the provisions of the Occupational Health & Safety Act, the Workplace Safety and Insurance Act, other relevant health and safety legislation, and the Oakville Public Library’s Health & Safety Program
    • Perform other duties as assigned

Your experience and educational background

  • Minimum of five (5) years experience preferably in the field of computer science
  • Minimum of three (3) years of people management experience
  • Solid technical background, with understanding or hands-on experience in hardware, software and emerging technologies
  • Demonstrated experience in digital transformations across organization and leading people through change
  • Demonstrated experience in project management, leading system-wide projects
  • Excellent client-facing and internal communication skills
  • Demonstrated knowledge and experience in the principles and practices of accounting, budgeting and financial planning (asset)
  • Experience working in a unionized environment (asset)
  • Masters of Library Sciences (MLIS) (asset)
  • Project management designation (asset)
