Job Summary

Springwater Township Public Library (STPL) is an award-winning library with three branches (Elmvale, Midhurst, and Minesing) in the Township of Springwater, in the centre of Simcoe County. Springwater is a mix of rural and urban areas with a population of approximately 23,000 residents. The Library prides itself on offering outstanding customer service while providing information and entertainment to Springwater residents. Our physical branches offer a wide range of materials and programs and our robust digital branch consists of our website, social media platforms, online resources, e-books, and virtual programs.

STPL is excited to add the position of Manager of Public Services and Deputy CEO to our staff complement. As the Manager of Public Services and Deputy CEO, you will be responsible for leading a team that provides exemplary customer service at the circulation desk and through diverse programming. You will provide leadership and mentorship to staff and be familiar with leading in a unionized environment to provide consistency in applying the Collective Agreement and policies.

  • Manages assigned staff including performance management, training and development, grievance response, succession planning, discipline, and recruitment.
  • Directing, supervising and/or implementing of programming for adults and outreach for all ages and demographics and evaluating programs.
  • Coordinates and develops system wide processes that support consistent circulation and programming functions, and customer service.
  • Deals with the public in a courteous and efficient manner to promote a high standard of public relations at all times. Manages escalated, unresolved, public service issues.
  • Manages daily operations of the STPL branches.

As the Deputy CEO, you will be the senior leader in the CEOs absence.

  • Has delegated authority as person in charge in the CEO’s absence.
  • Collaborates with the CEO to identify long-term service goals and champions innovative ideas and creative solutions.
  • Develops policies, procedures and standards related to accessing the library’s service models, public services, circulation, and programming, and develops long-term plans to achieve excellence in Public services and in support of STPL’s strategic plan.
  • Prepares reports for and attends Library Board meetings and carries out the responsibilities of Secretary of the Board in the absence of the CEO.

    Qualifications and Experience

    As the Manager of Public Services and Deputy CEO, you will hold a Master’s of Library and Information Science degree from an accredited university along with a minimum of five years of experience in a public library. You will have supervisory or management experience for at least two of those years, ideally in a unionized environment. If you have education in Business or Public Administration, that is considered an asset, as is public library leadership certification. Demonstrated experience in financial administration and Human Resources is preferred.

    To succeed in this position, you will be self-motivated and able to work with minimal supervision, be an effective communicator, maintain discretion and a high degree of professionalism, and be passionate about providing library services to the community.

Compensation

The Springwater Township Public Library offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $93,232 to $109,068 per annum (2026 rate).
