The Human Resources - Recruitment Specialist is responsible for the full cycle of recruitment activities including but not limited to advertising, screening, assessing qualifications, development of interview packages for the recruitment team, ensuring reference and background checks are completed, coordinating job offers, ensuring transfer and or promotion letters are completed prior to onboarding to ensure all proper documents are on file in a timely fashion. This is a unique opportunity to learn and participate in many aspects of an HR Recruitment Specialist role.

The Vancouver Island Regional Library is the fifth largest library system in BC, the ninth largest in Canada with 39 branches serving a population of 430,000. Our unique service area includes Vancouver Island, small coastal communities located in Haida Gwaii and Bella Coola on the central mainland coast and a “Virtual Library”.

Highlights of the Requirements:

  • Bachelor’s degree in Human Resources or equivalent level of education, training and experience.
  • Five (5) years (full-time) progressive experience in a Human Resources role; experience in a public sector setting, is preferred.
  • Three (3) years corporate recruitment experience.
  • Considerable knowledge of the principles and practices of Human Resources administration.
  • Excellent interpersonal skills both oral and written.
  • Strong understanding of provincial and federal legislation.
  • Experience administering recruitment and onboarding initiatives.
  • Experience working in a multi-union work environment.
  • Strong knowledge of and experience working with applicant databases and Microsoft Office Suite.
  • Experience working with ADP or similar Human Resources information system.
  • Human Resources (CPHR) designation is an asset.
  • Valid BC Driver’s license.
