Reporting to the Executive Director, this position is responsible for the overall planning, development, coordination, implementation and management of effective library services and programs for a provincial library system comprised of 94 sites across Newfoundland and Labrador. This position has direct responsibility for all aspects of library operations; policies and procedures: liaising with all levels of government, community groups and organizations to seek funding for the promotion and enhancement of new library services: responsibility for specific human resources functions including negotiations, collective bargaining, and liaising with Treasury Board regarding grievances, mediation and arbitration, advises the Executive Director on matters related to budgeting, human resources issues, strategic planning and governance, library operations and library collection development issues as well as policies and procedures. Supervises the management duties of four regional divisions and the Technical Services Division. Works as part of a team of four provincial Directors and with a Human Resources Consultant.

Screening Criteria
1. Completion of a Masters Degree in Library Science/Library Information Science (MLS/MLIS). Equivalencies will be considered.
2. 5 or more years’ experience in management.
3. 2 – 5 years’ related public library experience (preferred).
4. Experience with budgeting and public procurement and tendering.
5. Experience with Collective Agreement negotiation, grievances and arbitrations.
6. Working knowledge of government operations, planning, and policy and procedure development together with a strong background in administration and human resources.

1. Knowledge of public library systems, including current library trends, and library materials.
2. Knowledge of government legislation, policies and procedures; and knowledge of agencies, government departments and organizations which provide information and/or other services.
3. Knowledge of budgeting, public procurement and tendering

5. Strong management, administrative and supervisory skills
6. Strong leadership skills, creativity, independence and initiative, and the ability to establish and maintain effective working relationships
