Branch Manager – Yorkton Public Library
Reports To: Regional Director, Parkland Regional Library
Location: Yorkton, Saskatchewan
Position Summary
The Branch Manager is responsible for the overall administration, operation, and leadership of the Yorkton Public Library, the largest branch in the Parkland Regional Library system. This role provides direct supervision to unionized branch staff and ensures the effective delivery of high-quality library services. The Branch Manager works closely with the Regional Director, Regional Branch Supervisor, and community partners to implement regional priorities while responding to the unique requirements of the Yorkton community.
This is an out-of-scope management position requiring strong leadership, organizational, and communication skills in a unionized environment.
Key Responsibilities
- Leadership & Staff Management
- Provide direct supervision and training to approximately 12 unionized Yorkton Public Library branch staff.
- Prepare staff schedules to ensure adequate coverage for public service, programming, and operational needs.
- Lead recruitment, training, scheduling, and performance management, in alignment with the collective agreement and regional policies.
- Foster a collaborative and respectful workplace, supporting professional development and staff well-being.
- Serve as Secretary to the Yorkton Public Library Board, preparing agendas, minutes, and reports in collaboration with the Board Chair.
- Support and advise the Yorkton Public Library Board in policy development, planning, and community engagement, ensuring alignment with the Parkland Regional Library system.
- Branch Operations & Service Delivery
- Oversee day-to-day operations of the branch, including circulation, reference, technology access, and program delivery.
- Ensure compliance with Parkland Regional Library policies, CUPE Local 1904 collective agreement provisions, and all applicable legislation.
- Respond to patron feedback, inquiries, and complaints in a professional and timely manner.
- Collections & Programs
- Manage collection development for the branch, including acquisitions, weeding, and digital resources, consistent with regional priorities.
- Develop, coordinate, and evaluate programs and services for children, teens, adults, and seniors, ensuring accessibility and inclusivity.
- Support outreach and partnerships with schools, service groups, and cultural organizations in Yorkton.
- Budget & Resource Management
- Assist the Regional Director in preparing the annual branch staffing and collection development budget.
- Manage a secondary operating budget in consultation with the City of Yorkton, including cash handling, and credit card purchases for office and program supplies.
- Facilities & Technology
- Ensure the Yorkton branch facility is safe, clean, and welcoming for staff and patrons.
- Liaise with the City of Yorkton facilities management team and PRL headquarters regarding maintenance, security, and capital needs.
- Oversee public access to technology, Wi-Fi, and makerspace or special equipment (if applicable).
- Community Engagement & Advocacy
- Represent the Yorkton Public Library within the community, building relationships with civic leaders, partners, and organizations.
- Promote library services through outreach, marketing, and participation in local events.
- Act as an advocate for library services, literacy, and lifelong learning within the city and broader region.
Qualifications
Education
- Master’s Degree in Library and Information Science (MLIS) from an ALA-accredited program preferred. Candidates without a MLIS but with significant public library or non-profit experience may be considered.
Experience
- 3–5 years of progressively responsible library experience, with at least 2 years in a supervisory or management role.
- Experience working in a unionized environment is an asset.
- Proven ability to manage staff, programs, and services in a public service setting.
Knowledge, Skills, and Abilities
- Strong leadership, coaching, and team-building skills.
- Excellent interpersonal and communication skills, including conflict resolution.
- Familiarity with integrated library systems, electronic resources, and emerging library technologies.
- Knowledge of collective agreements and best practices for working with unionized staff.
- Ability to analyze data, prepare reports, and use metrics to guide decision-making.
Licensing & Requirements
- Valid Class 5 driver’s license (or equivalent) in good standing.
- Access to a reliable vehicle is considered an asset.
Working Conditions
- Full-time, permanent position.
- Evening and weekend shifts may be required, depending on branch programming and operations.
- The ability to lift 15 kg/33 lbs.
- Travel within the Parkland Regional Library system may occasionally be required.
Salary & Benefits
- Salary range: $62,500 – $72,500 annually, commensurate with experience and qualifications.
- Out-of-scope management position; not covered by the CUPE Local 1904 collective agreement.
