Job Summary
Job Description
Reporting to South Interlake Regional Library Board of Directors, the Executive Director (ED) is
responsible for planning, organizing, directing, and controlling all library operations and services in
accordance with policies established by the Board. The ED advises the Board, serves as Secretary to
the Board, and acts as the Board’s representative to the public, professional associations, funders
and government agencies.
RESPONSIBILITIES
Policy and Planning
1. Carries out Board policies and directives.
2. Advises the Board on matters of policy.
3. Develops procedures for the implementation of Board policies and directives.
4. Reviews existing policies and recommends changes or additions to meet the goals and objectives
of the library and that of the community for library services and facilities.
Human Resources
1. Recruits, hires, trains, manages, and evaluates staff within approved policies.
2. Oversees the development and implementation of effective practices for volunteer recruitment,
training, and evaluation.
3. Hold responsibility for all library operations, including compliance with relevant legislation and
organization policies and procedures
4. Plans, organizes, directs, and evaluates library staffing, and services to ensure the effective and
efficient operation of the library.
5. Oversees organizational culture.
Finance
1. Performs the financial administration of the library to ensure cost-effectiveness of services and
operations within the approved budget.
2. Prepares and administers the annual operating and capital budgets of the library.
3. Searches for, applies for, and administers grants.
4. Oversees payroll including ROAs and T4’s.
5. Oversees the issuance of charitable tax receipts.
6. Administers the Municipal Employees Benefits Program and ensures all deductions are calculated
properly for monthly remittances.
7. Familiarity working with accounting and payroll software (e.g. QuickBooks, Dayforce).
8. Completes library bookkeeping.
Advocacy
1. Acts as the professional face for the library.
2. Develops and maintains an effective public relations program to inform the public about the library
and its services using a variety of platforms.
3. Develops relationships with key external stakeholders.
4. Responds to patrons’ suggestions, problems, and complaints.
5. Reports regularly to the Board, government officials, and the general public.

Other
1. Oversees the operation and maintenance of the library’s physical facilities and capital equipment.
2. Provides administrative services to the Board as required.
3. Acts as a liaison with the Public Libraries Services Branch and other professional associations.
4. Keeps abreast of technological changes and new developments in public libraries.
5. Other duties as assigned.
DIRECT REPORTING RELATIONSHIPS
1. Reports to the Library Board.
2. Supervises all Branch Librarians, Technical Services/Administrative Assistant and any
applicable office staff. May be responsible for supervising volunteers or additional staff on
certain occasions.
HOURS OF WORK
The Director will work a 35-hour week with hours generally being 8:30 am to 4:30 pm. Monday
through Friday, with one hour off for lunch. The Director attends all Board and Committee meetings.
EDUCATION AND EXPERIENCE
1. A post-secondary degree in Library Science, Business Administration or equivalent experience
is an asset.
2. 5 years of management and supervisory experience.
3. Demonstrated experience in finance, budgeting and human resource management.
4. Has an enthusiasm and an appreciation of reading and literacy. An understanding of how
libraries and their systems function would be considered an asset.
5. Satisfactory employment record.

1. Knowledge and ability to use Microsoft Office including Excel, Word, PowerPoint, Teams, etc.
2. Exemplary leadership skills including building and motivating a team.
4. Experienced with strategic planning and operationalization of strategic plans.
6. Critical thinking, decision making and problem-solving skills.
7. Strong planning and time management skills.
8. Demonstrated self-start ability to work independently and as a member of a team.
9. Must be able to exercise initiative and independent judgement in determining work priorities.
10. Excellent organizational, analytical and interpersonal skills with demonstrated ability to
professionally communicate effectively, both verbally and in writing with staff, stakeholders,
outside organizations and the public is required.
11. Ability to use and understand technology.
12. Ability to use and understand accounting software (e.g. QuickBooks).
13. Experience in public service, engaging with local, provincial and federal stakeholders is an
asset.
14. Working familiarity with payroll systems is an asset.
15. Prior experience in grant writing is an asset.
16. Prior experience in reporting to a governance board is an asset.
17. Prior experience in working with library or resource collections is an asset.
18. Prior project management experience is an asset.
COMPENSATION
The salary range for this position starts at $74,045. The successful candidate will participate in the
Municipal Employees Benefit Program, which consists of pension, long term disability and basic life
insurance
