JOB SUMMARY:

The Director, Technology and Content has specific responsibility for advancing strategic priorities in the areas of technology, collections, and marketing & communications.

Working collaboratively with the CEO, the management team and library staff, the Director, Technology and Content assists in the development and monitoring of the Strategic Plan, supporting the Library’s ability to respond to current and future opportunities and challenges. The Director provides advice and input about services and operations to managers and ensures staff understand the Library’s strategic priorities.

This position plays an important role in building collaborative and productive working relationships across the Library organization . This position is also responsible for a significant percentage of discretionary spending and must effectively and efficiently allocate funds and manage large budgets. The Director is required to build a team approach to technology and content resources in a system-wide environment through strategic planning, budget management, and the directing of projects.

SUPERVISORY RELATIONSHIPS:

• Reports to the CEO

• Collaborates with other Directors and the Management Team

• Supervises management, professional, and other staff as assigned. Key direct reports include the Manager, Information Technology; Manager, Collections; and Manager, Marketing & Communications

QUALIFICATIONS:

1. Master’s Degree in Library Science or equivalent

2. Undergraduate Degree in Computer Science, or College Diploma in Computer Science with proven equivalent IT management expertise and experience OR Undergraduate Degree in Marketing/Communications, or College Diploma in Marketing/Communications with proven equivalent expertise

3. Project Management Professional (PMP) certification would be an asset

4. Minimum 7 years’ progressive library management experience in a leadership role

5. Minimum 2 years of experience managing complex projects using appropriate project management methodology

6. Experience successfully overseeing strategic direction for diverse portfolios, managing operations & technological projects, and assuming responsibility for system-wide collections of both print & electronic materials

7. Supervisory experience that demonstrates the ability to select, train, motivate, and lead teams in a collaborative work environment

8. Knowledge of the principles of human resource management in a unionized environment

9. Experience with setting goals, developing strategic direction, leading planning, directing effective meetings, and creating financial business cases

10. Excellent interpersonal, leadership, and team skills to support the organizational vision and mission of the library

11. Able to establish, maintain, and promote healthy working relationships with people at all levels inside and outside the library

12. Strong verbal and written communication skills including negotiation and persuasion

13. Demonstrated budgeting and financial management skills

14. Report writing, presentation, and facilitation skills

15. Proven project management, planning, and change management skills

16. Strong problem identification, troubleshooting, and problem resolution skills

17. Demonstrated advanced technical knowledge, including competency in a wide range of technology applications as they apply to library and information services including:

• Integrated library systems; familiarity with Sierra/Encore an asset

• PC software, infrastructure, and hardware technology, including networks, servers, Exchange, DHCP, DNS, and AD services

• Security, back-ups, business continuity

• Internet and online applications

18. Strong understanding of technical services standards and processes including collections management, acquisitions, cataloging, processing, authority control and serials

19. Strong understanding of marketing and communications principals, including web content management

20. A police check, including Vulnerable Sector Screening, is required and is a condition of employment

DUTIES AND RESPONSIBILITIES:

Under the direction of the Chief Executive Officer, and within a team culture:

Administration

Assists the CEO in meeting the organizational and management goals of the library. This involves:

• Working collaboratively with the CEO, other directors, managers, and staff in decision making, strategic planning, goal setting and public relations. This means coordinating those areas of assigned responsibility with the rest of the library when implementing and executing business plans

• Overseeing the departmental budgets to which they have been assigned

• Participating in the annual budgeting process

• Understanding the day-to-day operations of the library as a whole and assigned departments in particular

• Taking responsibility for the hiring, evaluating, supervising, scheduling, investigating, disciplining, and motivating of the managers and staff for the departments to which they have been assigned

• Ensuring staff are engaged in ongoing professional development

• Responding to trends, practices, innovations, and new technologies which enhance the quality and efficiency of library services

• Creating reports and statistical analysis as necessary to support better strategic decisions and to better inform stakeholders on library usage

• Assuming joint responsibility with the other Directors to act on behalf of the CEO when the CEO is not available

Information Technology Oversight

Has responsibility for the strategic direction and operations of the staff and public IT infrastructure, services, and systems at all branches. This involves:

• Ensuring the stability, security, and scalability of all technology-based systems and services for staff and the public

• Planning, proposing, managing, and evaluating technology solutions including email services, file storage and back-ups, telephone infrastructure & services, network and server infrastructure, Automated Materials Handling, the Integrated Library System (ILS) and associated systems, computing, software licensing, peripherals, telecommunications, security, business continuity and disaster recovery, surveillance systems, etc.

• Overseeing IT projects and initiatives from planning through implementation and evaluation

• Developing and managing significant technology budgets and the use of reserve funds

• Assessing and recommending changes and upgrades to the library’s network, infrastructure, and systems and preparing proposals, business cases, or Board reports to secure funding as required

• Negotiating, monitoring, and evaluating contracts, licensing, RFPs, maintenance, support, and other agreements with vendors and partners

• Assessing and evaluating changing trends in technology and making recommendations/changes as needed

Collections and Technical Services Oversight

Has overall responsibility for all aspects of Collection Management at all branches including determining the strategic direction of the development and maintenance of the collection, both physical and electronic. This involves:

• Developing and maintaining effective collection management policies, procedures, and workflows

• Developing annual budgets for collection areas, monitoring budgets closely, and making changes as required throughout the year

• Performing collection analysis to evaluate usage and trends to properly allocate resources

• Maintaining beneficial vendor relationships vendors, overseeing the development of Automated Release Plans, and issuing contracts

• Assigning areas of responsibility for selection and weeding, providing guidance, and overseeing the process

• Ensuring the accessibility of all resources, including the types of materials and formats offered, locations & space allocations by collection/format, and methods of display/shelving

• Assigning delegates or participating in consortia activities related to collection development and purchasing

• Leading special projects relating to collections

• Overseeing cataloguing procedures and workflows including establishing cataloguing & classification standards

• Overseeing interlibrary loan operations

• Overseeing delivery room operations including ensuring efficient flow of materials, transfer of materials between branches, and repairs

Marketing & Communications Oversight

Has responsibility for the strategic direction and operations of the Marketing & Communications team. This involves:

• Formulating and implementing communication strategies and policies that support the library’s mission, vision, and strategic objectives

• Overseeing the preparation of press releases and media communications

• Creating and overseeing the implementation of a marketing plan

• Taking the lead to maintain the visual identity and branding strategy of the Library

• Overseeing the preparation of appropriate promotional materials and items in support of library initiatives
